Digitalization of SEH (EPD Hardware)

Background

In February 2026, the Republic of Suriname has issued a Social Bond to finance eligible social expenditures and priority social projects. The Ministry of Finance and Planning (Employer), for the benefit of the Academic Hospital Paramaribo, now invites sealed bids from eligible bidders for the supply and related services of ICT hardware.

Scope of Supply (Lots)

Supply, delivery, and installation of ICT hardware as specified in Section VI – Schedule of Requirements of the bidding document. Lots include:

Lot 1: Servers and storage

Lot 2: Workstations and laptops

Lot 3: Software License

Suppliers must also provide configuration, installation, and warranty services as per the technical specifications.

Procurement Method

Bidding will be conducted through National Competitive Bidding (NCB) procedures, in accordance with internationally recognized procurement practices and Suriname’s Social Projects Procurement Framework (Feb 2026).

Eligibility

Participation is open to all firms that demonstrate (in accordance with the Bidding Document):

Legal eligibility (no sanctions, conflicts of interest)

Financial capacity

Technical capacity

Bid Evaluation

Evaluation will be based on the lowest evaluated responsive bid, considering:

Technical compliance with specifications

Delivery and installation schedule

Price and commercial terms

Warranty commitments

Pre-Bid Meeting and Clarifications

A pre-Bid meeting will be held:

Address: S.M. Jamaludinstraat no.26 (SDMO Office building).

Date & Time: 31 August 2026 at 10:00 a.m. SRT

Requests for clarification must be submitted in writing to the Employer no later than 4 September 2026. Responses will be shared with all interested bidders to ensure transparency.

Submission & Opening

Bids must be delivered to the address below by 16 September 2026, 11:00 a.m. local time.

Late bids will be rejected.

Bids will be opened publicly at 11:05 a.m. local time on the same day, in the presence of bidders’ representatives who choose to attend.

All documentation must be submitted in English.
